William M. Smith, a native of Follansbee, was born in 1935, graduated from Follansbee High School in 1953, and received the degree of BSChE in 1959 from West Virginia University. Smith is currently senior vice president of Brown & Caldwell Consultants, an environmental consulting and engineering firm headquartered in Walnut Creek, California. His responsibilities include program direction of all environmental services performed by the company for the private sector clients.

Following graduation from WVU, Smith joined Weirton Steel Corporation at their facility in Weirton, and spent one year in their management training program. In 1960 he assumed the position of supervisor of industrial hygiene engineering, which initiated a 38-year career in environmental health and engineering. In 1965 he was appointed manager of industrial hygiene engineering for National Steel Corporation, the parent firm of Weirton Steel Corporation, and in 1967 he was named director of environmental control for National Steel Corporation, a position he held until 1984.

In 1984 Smith elected to enter the environmental consulting business, and joined NUS, a Halliburton company, as director of strategic planning, and moved through an number of positions. In 1989 he was named vice president and corporate officer in charge of industrial programs, and held this position until 1992 when he joined Brown & Caldwell.

Smith was a member of the visiting committee of the chemical engineering department of WVU from 1982 until 1992. Active in school board work, he served as a member and president of the Brooke County School Board from 1968 to 1974, the West Virginia State School Board from 1975 through 1982 and held various offices in the West Virginia School Boards Association. He has held membership and chaired various committees in the American Iron & Steel Institute, Air & Waste Management Association, American Industrial Hygiene Association, American Mining Congress, American Institute of Chemical Engineers, Water Pollution Control Federation, West Virginia Manufacturers Association, American Aluminum Association and the Chamber of Commerce.

Smith resides in Sewickley, Pennsylvania, with his wife, the former Ann Sweeney (WVU 1970), and their daughter, Jennifer, a freshman at Sewickley Academy. He has three married children: Carolyn, Brenda and Michael.
