Richard Barnard was born in Pennsboro, on May 10, 1934. He received bachelor's, master's and doctoral degrees in chemical engineering from WVU in 1956, 1958, and 1961, respectively. He was an instructor in chemical engineering from 1957 to 1969, and is a member of Tau Beta Pi, Sigma Xi, Phi Lambda Upsilon and Sigma Gamma Epsilon.

In 1961 Barnard joined American Cyanamid Company in the research and development group at Willow Island. He served in various assignments there until 1967. He became director of engineering and science at the Kanawha Valley Graduate Center at WVU in 1967. From 1967 to 1984 he was a faculty member and held a number of administrative positions with KVGS WVU and its successor, the West Virginia College of Graduate Studies.

He returned to American Cyanamid in 1984 as production manager of the Willow Island plant. In 1988 he was named manager of manufacturing for Urethane Chemicals. In 1991 he became special projects manager with responsibility for developing global manufacturing facilities for major new water treating and bauxite flocculants. In July 1993, he was named Willow Island plant manager for Cytec Industries Inc., a new corporation created from the spinoff of American Cyanamid's Chemical Group. He retired in May 1996, but continued as a consultant with Cytec Industries until June 1998.

Barnard and his wife, Emma Jean, live in Parkersburg. They have four children and nine grandchildren.
