Frank Wheeler was born and raised in Charleston. He graduated from West Virginia University in 1963 with a degree in chemical engineering, awarded with Highest Honors. He was active in various organizations including Mountain, Blue Key, Student Legislature and Tau Beta Pi. After serving as an Army Intelligence Officer, Wheeler graduated from Purdue University with a master's degree in industrial administration.

During Wheeler's 30-year business career, he has had varied, broad, worldwide experience in several industries. Currently, he is chief operating officer of Baker & McKenzie. Wheeler is the senior non lawyer executive of the largest international law firm. Immediate before, he was senior vice president of Great Lakes Chemical Corporation, a major international Fortune 200 chemical company with revenues approaching $2 billion.

For eight years Wheeler held positions for two airlines, ultimately leading key operational, marketing and other activities. He was a vital part of the small team which conceptualized and implemented major growth strategies for the airlines.

Wheeler has interests in a wide variety of non-business related topics including geopolitics and world history. He is engaged with organizations aimed at enriching community life, especially treating substance abuse. He is active in several religious groups, plays golf and cycles.

He is married to the former Barbara L. Kirby, a 1964 graduate in education of WVU. They have two sons, Brian and Todd.
