T. Jack Carpenter was born and raised in Middlebourne, and graduated from Tyler County High School. He received his BS and MS in chemistry from West Virginia University in 1949 and 1951, respectively.

He joined the Corning Glass Works in 1951 and spent his entire career there serving in both line and staff positions. In 1971 Carpenter was named corporate director of process technology and in 1985 vice president of applied engineering. He retired in 1988 and continued part time as a consultant on manufacturing problems.

Carpenter is a Fellow of the American Institute of Chemical Engineers, the American Ceramic Society, the American Chemical Society and the American Society for Quality Control. He is also a member of Phi Lambda Upsilon, Sigma Pi Sigma, Sigma Xi and Rotary International.
