James C. Miller completed his associate’s degree from Potomac State college of WVU in 1963 and his BS degree in chemical engineering from West Virginia University in 1966. Miller earned his MBA degree from the University of Delaware in 1973.

Upon graduation in 1966, Miller joined Atlas Chemical Industries, Inc., as a member of the company’s corporate new graduate program which provided him with two years of diverse experience. He accepted a position as a development engineer in the corrosion resistant thermoset polyester resin department in 1968. During this period, Miller championed the development and commercialization of a toner resin for the Xerox Corporation. Upon completion of his MBA degree and the acquisition of Atlas Chemical by the international chemical giant, Imperial Chemical Industries, PLC, Miller accepted a position in the newly formed commercial development department. He was appointed marketing manager in 1977 and department director in 1984. During this time, he led the commercial development unit while introducing and establishing ICI as an influential U.S. participant for acrylics, ozone-benign replacement refrigerants, synthetic lubricants, engineering plastics, reverse-osmosis membranes, high-temperature-resistant inorganic fibers and petrochemicals, along with other organic and inorganic chemical products. During this period, Miller was instrumental in establishing a number of alliances with specific channels to market for ICI’s product, which developed into prominent commercial forces in the chemical marketplace.

Miller was appointed vice president of ICI’s largest division, chemicals and polymers, for North America in 1997, overseeing a number of diverse operations and chemical businesses in the U.S. and Canada. Concurrently with this responsibility, in 1999 Miller was appointed vice president of ICI’s newly formed specialty chemicals business unit, Uniqema, for Latin American Operations. During this period, he established five independent operations in the leading countries of Latin America and an executive management team of Latin American Nationals to direct the strategic development of Uniqema’s businesses in the region. After 36 years, Miller retired from ICI in 2002, and is now president of Technical Marketing Enterprises, Inc.

Miller has two married daughters and four grandsons. He and his wife, Fran, reside in Wilmington, Delaware.
